The City Administrator is responsible for the planning, organizing and administration of the City to meet the objectives established by the City Council.   The City Administrator supervises and manages Department Heads and other management staff, develops and implements the City’s Human Resources Policy Manual, develops City’s operational and capital projects, oversees financial matters of the City, investigates  complaints, administers and enforces the laws and ordinances.

Sara Wilson, Assistant City Administrator

The Assistant City Administrator reports directly to the City Administrator, and provides staff support to the City Administrator, City Council and Department Heads. The Assistant City Administrator manages special projects, coordinates projects between city departments, manages the work of the City's IT contractor, serves as the City's Floodplain Administrator,manages the Community Rating System Program, maintains the City's website and produces the City's monthly newsletter.

Rae Gene Greenough, City Secretary and Accountant

The City Secretary prepares, posts, and advertises all required notices in accordance with state statutes and city regulations. The City Secretary records and keeps minutes of each City Council meeting, and other Committees. City Secretary receives and processes all Open Records Requests and is a Notary for the City. As the City's Accountant, job duties include overseeing and/or conducting all general city accounting functions, including reconciliation of financial and banking statements, annual audits, accounts payable, purchasing and asset management, payroll services, and budget assistance.  Supervises administrative staff and municipal court staff and coordinates daily operations of the administration department.

Matt Lingafelter, Court Administrator/Administrative Assistant

Provides  secretarial and administrative support to the Administrative Department and the Municipal Court.  Answers incoming calls to the City and greeting visitors. Accepts Court and Utility payments and prepares checks for accounting. In the absence of the Associate Judge, assists the Municipal Court maintenance of city traffic cases by receiving payments and responding to questions regarding cases. 

Tonya Coley, Accounts Payable/Utility Clerk

This is a full-time position responsible for all Accounts Payable and assisting the Accountant in day-to-day accounting functions. The Utility clerk is responsible for opening and closing utility accounts, water, wastewater and drainage utility billing, and usage history. 

Molly Mulloy, Development Permit Coordinator

The Development Permit Coordinator reports to the Assistant City Administrator and provides a high level of support to all staff, elected and appointed officials, and the general public regarding City development. The Development Permit Coordinator provides information to the public regarding City development regulation procedures, maintains construction and building files, processes applications and submittals for new construction and building modification and performs Code compliance.
